For the tomato sauce
- 2 tbsp olive oil
- ½ medium onion, finely chopped
- 2 cloves garlic, minced
- 28 oz (800 g) crushed tomatoes
- 1 tbsp tomato paste
- ½ cup chicken or beef broth
- 1 tsp dried Italian seasoning
- ½ tsp dried oregano
- ½ tsp salt, or to taste
- ¼ tsp black pepper
- 1 tsp sugar, optional, if the tomatoes are acidic
- 2 tbsp fresh basil or parsley, chopped
For finishing
- ½ cup shredded mozzarella or Italian cheese blend
- Extra Parmesan
- Fresh basil or parsley
Instructions
1. Prepare the cabbage
Bring a large pot of salted water to a boil.
Carefully remove the core from the cabbage. Place the whole cabbage into the boiling water and cook for about 2–3 minutes. As the outer leaves soften, gently remove them with tongs.
Continue until you have about 12–14 large leaves.
Place the leaves on a plate or baking sheet and allow them to cool. Trim away the thickest part of the center rib so the leaves are easier to roll.
2. Prepare the filling
In a large bowl, combine:
- Ground beef
- Italian sausage
- Cooked rice
- Diced onion
- Garlic
- Parmesan
- Egg
- Parsley
- Italian seasoning
- Oregano
- Salt
- Black pepper
- Red pepper flakes, if using
Mix gently until just combined. Avoid overmixing, which can make the filling dense.
3. Make the tomato sauce
Heat olive oil in a saucepan over medium heat.
Add the onion and cook for 3–4 minutes until softened. Add garlic and cook for another 30 seconds.
Stir in crushed tomatoes, tomato paste, broth, Italian seasoning, oregano, salt, pepper, and optional sugar.
Simmer for 10 minutes, then stir in fresh basil or parsley.
4. Assemble the cabbage rolls
Preheat oven to 375°F (190°C).
Spread about 1 cup of tomato sauce over the bottom of a large baking dish.
Place one cabbage leaf flat on your work surface. Put approximately ⅓–½ cup of filling near the bottom-center of the leaf.
Fold the sides toward the center, then roll the cabbage firmly upward, burrito-style.
Place the roll seam-side down in the baking dish.
Repeat with the remaining cabbage leaves and filling.
5. Add sauce and bake
Pour the remaining tomato sauce over the cabbage rolls, making sure most of the rolls are covered.
Cover the dish tightly with aluminum foil.
Bake for 45–50 minutes.
Remove the foil, sprinkle with mozzarella and additional Parmesan, and bake uncovered for another 10–15 minutes, until the cheese is melted and lightly browned and the filling reaches a safe internal temperature of 160°F (71°C).
6. Rest and serve
Allow the cabbage rolls to rest for 10 minutes before serving.
Garnish with fresh basil or parsley and extra Parmesan.
Recipe Notes
- Rice: Cook the rice before adding it to the filling. Leftover rice works particularly well.
- Meat: A combination of beef and Italian sausage gives the best flavor, but you can use all beef, pork, or turkey.
- Cabbage: Green cabbage is traditional, but Savoy cabbage is softer and easier to roll.
- Sauce: A homemade tomato sauce adds great flavor, but a good-quality marinara can save time.
- Cheese: Parmesan adds savory flavor while mozzarella gives the rolls a delicious cheesy topping.
- Make ahead: Assemble the rolls up to 24 hours ahead, cover, refrigerate, and bake when needed.
- Freezing: Cool completely, place in an airtight freezer-safe container with sauce, and freeze for up to about 3 months.
Helpful Tips
1. Don’t overcook the cabbage.
The leaves should be flexible but not falling apart.
2. Don’t overfill the rolls.
The filling expands slightly as it cooks, so leave room for the cabbage to wrap around it.
3. Keep the rolls snug.
Arrange them close together in the baking dish so they maintain their shape while cooking.
4. Use enough sauce.
The sauce keeps the cabbage moist and prevents the rolls from drying out.
5. Let them rest.
A 10-minute rest makes the rolls easier to serve without falling apart.
6. Check the center.
Because the filling contains ground meat, use a food thermometer and ensure the center reaches 160°F (71°C).

Frequently Asked Questions
Can I make Italian stuffed cabbage rolls without rice?
Yes. You can replace the rice with quinoa, cauliflower rice, breadcrumbs, or additional vegetables. You can also simply omit it and make smaller rolls.
Can I use ground turkey?
Absolutely. Ground turkey works well, especially when combined with a little olive oil or a flavorful tomato sauce to keep the filling moist.
Can I make these vegetarian?
Yes. Replace the meat with a mixture of cooked lentils, mushrooms, rice, spinach, Parmesan, and Italian herbs.
Can I use jarred marinara sauce?
Yes. Use approximately 4 cups of marinara sauce instead of making the homemade sauce.
How do I store leftovers?
Refrigerate cooled cabbage rolls in an airtight container for up to 3–4 days.
How do I reheat them?
Reheat covered in a 350°F (175°C) oven until hot throughout, or microwave individual portions until heated through.
Can I freeze cabbage rolls?
Yes. Freeze them with their tomato sauce in an airtight freezer-safe container. Thaw overnight in the refrigerator before reheating for the best texture.
Why are my cabbage rolls tough?
The cabbage leaves may not have been softened enough, or the rolls may need additional cooking time. Keep them covered with sauce and foil while baking so they steam and become tender.
Can I prepare them in a slow cooker?
Yes. Layer some sauce in the slow cooker, add the cabbage rolls seam-side down, cover with sauce, and cook on LOW for about 6–7 hours, or until the filling is fully cooked.
What should I serve with Italian stuffed cabbage rolls?
They pair beautifully with garlic bread, crusty Italian bread, a green salad, roasted vegetables, or sautéed spinach. A simple antipasto salad also makes a great Italian-style meal.
